Two lawsuits were filed Tuesday in federal court, arguing that President Bush exceeded his constitutional authority in ordering the National Security Agency to spy on Americans who have contact with suspected terrorists overseas. ... A year-old group called Patriots to Restore Checks and Balances on Tuesday urged Congress to hold 'open, substantive oversight hearings' examining the president's authorization of the National Security Agency to 'violate domestic surveillance requirements outlined in the Federal Intelligence Surveillance Act.'
